The COBIT 5 goals cascade provides a framework in which IT developments are driven by stakeholder needs and business drivers rather than determined by decisions taken by IT experts working in isolation, or at least separately, from the rest of the business. In other words, it is designed to ensure that companies spend their IT budgets effectively to give their users the tools they really need to do their jobs rather than creating or buying is solutions based on what IT departments or other decision takers think that users ought to have or ought to do. IT therefore becomes a core part of a business rather than simply a functional department.
